Rainier Valley Community Development Fund

RVCDF1The Rainier Valley Community Development Fund (CDF) is a self-sustaining, community-controlled financial institution that preserves and strengthens cultural diversity, long-term livability, and economic opportunity for Rainier Valley residents, businesses and institutions.

The CDF serves Southeast Seattle with loans from $50,000 to $2,000,000, including:

  • Small business loans
  • Commercial real estate loans
  • Technical assistance

Our loan criteria are not the same as those at traditional lending agencies. We look at factors including character, business capacity and projected cash flow, as well as the impact a business will have on the Rainier Valley community.

The CDF’s business technical assistance program manager works directly with small business owners in Rainier Valley to nurture and support the growth of their companies.

Since 2006, RVCDF has funded loans totaling $40 million to more than 87 businesses, developers and non-profit institutions.

Tutta Bella Columbia City — a South Seattle institution for more than 10 years — is a happy RVCDF client.

The Rainier Valley Community Development Fund (CDF) was created in 1999 to assist businesses along the MLK corridor to weather the inevitable disruptions during the construction of Seattle’s light rail line. With more than $15 million in mitigation funds administered by the CDF to 215 local firms, 85% of pre-construction businesses continued to operate following completion.

Building on this early success, the CDF remains committed to stimulating economic development in the Rainier Valley by offering technical assistance and loans with flexible terms and affordable interest rates.

Business Loans — Available for existing companies or new businesses located within Rainier Valley. Loans generally range from $25,000 to $500,000 and can be used for working capital, equipment purchases, refinancing of existing debt or improving, expanding or acquiring a business.

Real Estate Financing Loans — Gap financing for development projects in the Rainier Valley investment area. The loans can be subordinated and leveraged with other financing sources while offering attractive terms and interest rates.

Site Assembly Loans — Designed to assist real estate developers in acquiring and assembling mixed-use or commercial sites in Rainier Valley. These loans can also be used by businesses to purchase property to operate their emerging businesses.

Business Technical Assistance — Programs designed to help small business enterprises in the Rainier Valley. Many of these businesses are owned and operated by immigrants and people of color. Owners and their staff are offered access to free legal clinics, small business development workshops and one-on-one business support services.
